近來的伊波拉病毒疫情除了透露出美國醫療體系中的弱點外，更帶給我們一個很好的教訓：善用「好科學」加上「好倫理」等於「好法律」這個方程式，將可以讓我們得到「普世倫理學」、「保護國內人群」、「保護弱勢族群」、「民間參與」、「以科學上風險分析來校正干預措施」等五項關於疫情防備之準則。
