The Past, Present, and Future Development of Medical Forensics in Taiwan
法醫是人生最後尊嚴的捍衛者，也是人權終極的保護者。近百年來，台灣法醫歷史的進程，有其燦爛面，也有其辛酸面。本文即針對台灣法醫演變狀况，分三個方向來探究：一、法醫學術研究與人才培育；二、法醫實務的開拓；三、法醫專業團體的發展。如何突破法醫困頓的僵局，唯有訂定法律來解决，因此，法醫師法是法醫制度革新的原動力；然而，由於主管機關法務部的行政怠惰，以致處處受阻，改革難以獲得成效，其間雖曾遭監察院糾正，卻依然故我，困頓依舊，殊深遺憾！惟法醫鑑定牽涉人之生死，焉能忽視？故法醫學術機構與民間專業團體，乃一本初衷，努力奮鬥，為提升台灣法醫水準，開創新局。
Medical forensic experts are the defenders of the ultimate dignity in human life and the guardians of fundamental human rights. Over the past century, the history of medical forensics in Taiwan has witnessed both shining moments and bitter experiences. This article aims to explore the evolution of medical forensics in Taiwan from three perspectives: (1) Academic research and talent cultivation in medical forensics. (2) The expansion of medical forensic practice. (3) The development of professional medical forensic institutions and organizations. To overcome the challenges in the field of medical forensics, the only way is through legal reforms. Therefore, the “Forensic Physicians Act” serves as the driving force for innovation. However, due to administrative inertness within the supervisory authority, the Ministry of Justice, the reform process has faced obstacles at every turn, making it difficult to achieve significant progress. Despite admonitions from the Control Yuan, the situation remains almost unchanged, which is deeply regrettable. Medical forensic investigations involve matters of life and death, and they cannot be ignored. Therefore, academic institutions and civil professional organizations in the field of medical forensics are working together with a common goal: to elevate the standards of medical forensics in Taiwan and pioneer new horizons.
