中央疫情指揮中心針對需要居家隔離或檢疫者，以行動電話實施電子監控，確保其未離開住居所。審視通訊保障及監察法、嚴重特殊傳染性肺炎防治及紓困振興特別條例及傳染病防治法後，可知這幾個法律並不足以作為這一種措施的依據。立法者就此，還是應該要有更為明確的規範。
In order to ensure house-isolation and home-based quarantine people not to leave their residences, the Central Epidemic Command Center is using cell-phones to monitor them. After examining the Communications Security and Surveillance Act, the COVID-19 Act, and the Communicable Disease Control Act, those statutes cannot be the basis of such measure. The legislature should have more specific provisions.
