藥師以贈送物品招徠處方箋調劑，違反藥師法第21條所定藥學倫理規範，應由藥師公會或主管機關移付懲戒。

Solicitation of prescriptions by means of sending out free goods is a violation of the pharmaceutical ethics which is regulated in the Pharmacist’s Act. And pharmacists who violated the regulations should be submitted to disciplines by pharmacists’ associations or the competent authority.
