藥局之實際負責人為規避健保所定合理調劑量上限，租借藥師執照申報健保藥事服務費，中央健康保險署得以其造成財產權及分配權之損害，向其及同案各藥師請求負連帶賠償責任。

If the actual person in charge of a pharmacy leases a pharmacist’s license to circumvent dispensing limits of the health insurance and applies for the dispensing fee, National Health Insurance Administration could request the pharmacist for joint liabilities due to damaged property and distribution rights.
