歷經數年的COVID-19浩劫,各國經濟於逐漸復甦之際,各行各業卻出現缺工窘境;我國處於邁入「超高齡社會」時刻,面臨勞動人口逐步下滑,以及醫療現場護理人力不斷地出走,醫院被迫關床,醫療服務之供給量能,加速緊繃。為解決護理人力短缺問題,增辦護理人員國家考試並大幅減少考題,使執照考試更為容易。政府長期同意健保總額匡列一定金額作為調高護理費之專款,更以公務預算挹注大量金錢補助,作為加發護理人員獎勵之用。然政策之推行未見立竿見影之效,卻因護理獎勵金加發對象不公平及獎勵標準不一,引發更多的出走潮。
After several years of COVID-19 devastation, while economies around the world are gradually recovering, all walks of life are facing a labor shortage dilemma. Our country is entering a “super-aged society,” facing a gradual decline in the labor force, and a continuous exodus of nursing staff in the medical field. Hospitals are forced to close beds, and the supply capacity of medical services is accelerating.
To address the nursing workforce shortage, a national exam for nursing staff was added and the questions were significantly reduced to make the licensing exam easier. The government has long agreed to set aside a certain amount from the total National Health Insurance budget as a special fund for increasing nursing fees, and has also injected a large amount of monetary subsidies from the public budget as additional incentives for nursing staff. However, the implementation of the policy did not produce immediate results, but instead triggered more exodus due to unfair treatment of the recipients of nursing bonuses and inconsistent bonus standards.
