傳染病管制下的行政不法與刑事不法──來自超級瘧疾的省思【醫事綜探】 試閱
Rethinking the Strategy of Communicable Disease Regulations
具有抗藥性的瘧疾在東南亞一帶爆發流行後，原已逐漸趨緩的疫情似乎出現了新的變數。研究經費的縮減、缺乏防疫意識與第三世界惡劣的公共衛生條件，都引起研究人員的憂慮。本文以新型瘧疾之傳染現況為例，淺介臺灣傳染病防治之相關法令，望能拋磚引玉，共構臺灣防疫法制之完備。
This article tries to introduce the regulations of communicable diseases in Taiwan. After Taiwan was dropped from one of the malaria epidemic countries for over 50 years, there is weak awareness regarding malaria in Taiwan society. So far, the “super malaria” has been spread around Southeast Asian countries. Obviously, it’s a signal for Taiwan. Therefore, it’s necessary to promote the awareness of epidemic prevention and to clarify the liability of regulations.
