Regulatory Policies on New Types of Tobacco Products: Observation from Heated Tobacco Products
Various new types of tobacco products are being released into the market recent years. Among them, heated tobacco products (HTPs) are the most representative. Regulations of HTPs are still vague in Taiwan. It seems that HTPs are prohibited under current policy; however, it’s unclear that how to make HTPs fit into existing regulatory schemes. It’s necessary to discuss further the regulations that ban the manufacture, import, and use of HTPs. Moreover, new types of tobacco products are currently regulated under Tobacco and Wine Management Act, Tobacco Hazards Prevention Act, and Pharmaceutical Affairs Law. The relations between those existing laws and new types of tobacco products need more detailed discussion and analysis. Based on the exploration of the similarities and differences among traditional cigarettes, electronic cigarette (e-cigarette) and HTPs, the future regulatory policies on HTPs will be discussed further this article.
