The Next Step of Long-Term Care Benefit System in Taiwan : Take Germany’s Experiences as Reference
The 10 Years Long-Term-Care Project Part II ( “LTCP 2.0”) has come into effect for three years in Taiwan, yet there are still some practical problems with the benefit system that cannot be solved by LTCP 2.0. To this end, the advanced version of LTCP 2.0 was introduced. However, those problems still remain unsolved. Hence, this article attempts to investigate the feasibility of adopting Germany’s 25 years Long-Term Care Insurance experience for the next steps of the reform of LTCP 2.0, which includes improving accommodation in home, creating the in-cash benefit system, establishing time for Family Care Leaves, creating Long-Term Care Benefit and Payment Law and building uniform quality assurance.
