Vaccine Injury Compensation Program and COVID-19 Vaccines in Taiwan
我國的預防接種受害救濟制度（VICP）適用於所有預防接種，不論公費和自費疫苗，甚至包括緊急授權使用的COVID-19疫苗。救濟補償乃是依據科學原理和案例資料判斷其因果關係，民眾不必自己舉證，由VICP委員主動找尋相關資料。除了醫學專家，審議委員還包含法學專家、社會公正人士等非醫療委員。案件經初審再由大會複審把關。我國的VICP申請容易、公開透明、和他國相較審議快速且審定和給付標準較為寬鬆，期許既便民又保障民眾權益。
Vaccination Injury Compensation Program (VICP) in Taiwan applies to all vaccinations, including publicly funded and self-paid vaccines, as well as emergency authorized COVID-19 vaccines. Compensation is based on scientific principles and case data to determine the causal relationship. The VICP commissioners will consider relevant information and search for references to determine the causality. Therefore, the vaccinee does not need to bear the burden of proof. In addition to medical experts, the committee also includes non-medical members with legal and social justice background. Cases are reviewed and checked by the general assembly after preliminary review. Taiwan VICP application is an easy, open and transparent, faster process and the approval and payment standards are relatively looser than in other countries. The system is expected to be convenient and to protect the rights and interests of the people.
