Genomic Data and Instruments in the Context of Sino-American Cold War: Export Control, Investment Approval, and Cross-border Data Flows
美國於過去一年經歷了從拜登至川普的政權更迭,持續與中國進行貿易與科技的新冷戰。美中對抗、人工智慧與算力、種群基因資料與國家安全、這一切讓美國政府在這一年中密集地推出新的法案及管制措施,透過政府採購、對外投資審查、出口管制、以及禁止敏感個人資料的跨境傳輸,避免美國公民的基因組及多體學資料流入外國敵對勢力,以去除對美國國家安全及技術領導地位的風險。
Over the past year, the United States has undergone a transition from the Biden administration to the Trump administration, and has continued its new Cold War with China over trade and technology. The US-China confrontation, artificial intelligence and computing power, and the relationship between population genomic data and national security have all led the US government to intensively introduce new legislation and regulatory measures. Through government procurement, foreign investment reviews, export controls, and prohibitions on the cross-border transfer of sensitive personal data, the government aims to prevent the flow of genomic and polysomic data of American citizens to hostile foreign powers, thereby mitigating risks to US national security and technological leadership.
