Legislative Initiatives and Actions on Indigenous Health Act
歷經14年的立法倡議，「原住民族健康法」終於通過。本文將簡述這部法律的生成與變動，在權利構框與條文變動的基礎之上，說明民間倡議團體從田野到議場的倡議行動，以及面對多元政治體制採取的法律動員。揭示原住民族健康不平等的敘事如何成為法律規範，而又在立法折衝之下留下什麼未竟之業。
After fourteen years of legislative initiative, the Indigenous Health Act was finally passed. This article will briefly describe the formation and changes of this law. Based on the changes in the rights framework and provisions, it will explain the advocacy actions of civil advocacy groups from the field to the forum, as well as the legal mobilization in the face of multiple political systems. How narratives that reveal health inequalities among indigenous peoples became legal norms, and what unfinished business was left behind by legislation.
