Meaning of Diplomate System
臺灣專科醫師制度自1986年由醫師法修正並授權訂定「專科醫師分科及甄審辦法」，施行至今已逾30年，旨在藉由政府核發具公權力認證性質之專科醫師證書，以提升醫療品質與醫療專業技術水準，其後如醫療機構設置標準及健保支付等政府行政作為，亦常以專科醫師為其依據，然引據之專科應以政府認證者為準，而非其他民間學會自行甄審不具公權力認證性質者。可惜的是，部分行政機關未明辨而有混淆誤用之情形，使兩者失去區分實益，不僅無法彰顯政府與法規之公信力，更引發許多亂象，實有重新檢視之必要。
Diplomate Specialization and Examination Regulations has authorized from Physicians Act, it has implemented more than 30 years since 1986 in Taiwan. The purpose of diplomate system is to promote medical services quality and medical expertise by diplomate certificate issued form competent authority. Administrative behavior of government such as standard of medical institutions and National Health Insurance payment, must comply with the diplomate from government certification, not from other private associations. Unfortunately, part of administrative agencies misuse these two kinds of qualifications which causes the disorder phenomenon and harms the credibility of government.
