Spreading Rumors of Infectious Diseases: Toilet Paper Chaos
The outbreak of the new coronavirus (COVID-19) is heating up. Some people are spreading the fear of shortage of toilet paper raw materials, the same raw materials of toilet paper and antivirus masks etc., spreading rumors or false information. Such causes trigger panic buying of toilet paper, and they make money in the distressed country. To spread rumors or misinformation while taking advantage of epidemic outbreak is likely to violate several criminal law laws? If to spread rumors constitutes several criminal laws simultaneously, is there regulatory competition or imaginary competition between the criminal law laws? How to solve the relationship between the criminal law and “the Law of Maintaining Social Order”? These are the focus of this article.
