Current Regulations of Controlled Substances: Use the Medication Safely and Appropriately
管制藥品是臨床治療不可或缺的一員，從常規術後的疼痛緩解到難以緩解的癌症疼痛都可能使用，然而因為其特殊性質，一旦遭到濫用或流用，將會導致嚴重的傷害甚至危害社會安寧。在臨床上偶爾會遇到對於相關法規並不熟悉的醫療人員或民眾，也因此造成自己或他人的傷害，甚至必須面臨法律的處罰。本文將扼要介紹管制藥品與毒品之間於法規管理上的異同與可能面臨的刑責，以及臨床使用管制藥品應注意或遵守的事項。
Opioid substances under strict regulation are the key component of clinical therapy ranging from regular post-procedure pain relieve to intractable cancer pain management. However, the abuse and uncontrolled black market transaction would pose a significant impact on society and damage to patient health. Even in professional medical practice, under-trained professions who prescribed opioid substance to a patient without formally and thoroughly evaluate the situation of the patient might also pose harm to patients. Furthermore, the un-compliance of the regulation of prescribing controlled substances might face a penalty from criminal laws. In this article, briefly introduce the liability of prescriber and other healthcare professional, possible penalties and guidance on formal procedures to evaluate the need of validity of controlled substance.
