世界衛生組織的未來:從伊波拉病毒疫情獲得之教訓【全球瞭望】
The Future of the World Health Organization: Lessons Learned from Ebola
2015年召開的第68屆世界衛生大會採取了三個重要行動來增進全球衛生安全:加設全球衛生突發事件人力計畫、建置突發事件援助基金,以及檢視國際衛生條例。但遺憾的是,這些行動仍欠缺對世界衛生組織深層結構問題之著墨。本文認為,世界衛生大會應朝下列方向進行改革:協調統合世界衛生組織總部與區域及國家辦公室間的歧異、納入公民社會的參與及創造力、創設一位特別營運長以確保在經費及治理上的基礎性革新。
The 68th World Health Assembly (WHA) in 2015 took 3 major steps to improve global health security: a global health emergency workforce, an emergency contingency fund, and a review of the International Health Regulations. Sadly, the steps fail to address WHO’s deep structural problems. This article argues that the WHA shall focus the reforms on coordinating gaps between WHO headquarter, regional and country offices, harnessing the creativity of civil society, and creating a special chief operating officer to ensure fundamental reform of the organization’s funding and governance.
