The Preliminary Result of the Childbirth Accident Emergency Relief Act in Taiwan
生產事故救濟條例為世界首部以救濟產婦於生產過程中可能發生事故，致婦女、胎兒、新生兒死亡或殘障的專法。自2016年6月30日起至2020年3月20日共計審議905案件，召開40次審議會，審議通過救濟案件856案，含產婦死亡72案、產婦中度以上障礙12案、子宮切除179案、胎兒死亡396案、新生兒死亡139案、新生兒中度以上障礙58案，共計核發救濟金額4億5,000萬元。透過生產事故救濟可以減少不必要醫療訴訟、改善醫療執業環境，並提升生育健康與安全。
The Childbirth Accident Emergency Relief Act is the first Act to relieve the childbirth accidents in the world. The Act took effect since 30, June 2016. After implementation to 20 March, 2020, there were 905 application cases and 856 approved by Relief Review Committee, with an approved rate of 94.6%. Total NTD 457 million relief fund was granted for 72 maternal deaths, 191 major maternal injuries, including 179 hysterectomies, 139 neonatal deaths, 58 major neonatal injuries and 396 intrauterine fetal deaths. With timely relief of childbirth accidents, the medical litigations declined by sixty percent. By promoting immediate care system to restore doctor-patient relationship. The Act also established accident reporting system and improvement mechanism to improve medical care system in the future.
