Though Supreme Court upheld most parts of the Affordable Care Act (ACA), Congress’ goals in enacting it could still be frustrated by non-implementation. This article, by interpretation of Constitution law of the United States, analyzes the power and limitation for President and Congress to block the Affordable Care Act.
