The Limits of Preferential Treatment——Thinking about a Special Complaint Reception Certificate
特殊患者群體是享有就醫優待政策的,但該優待也是有邊界的,並非在所有環節、所有資源均享受優待。醫療機構在實踐中無法完全按照檔落實,否則會對現有就醫秩序造成不利影響,甚至威脅患者安全。而且,過度的優待在倫理上也會帶來權利失衡、被標籤化、特權心態,甚至是道德綁架。因此,醫療機構應統一優待措施,明確優待人群、限制優待範圍與優待方式、規定注意事項、加強公示宣傳,實現社會群體整體利益最大化及整體秩序最優化。
Special patient groups are entitled to preferential treatment. But there are limits of preferential treatment, not all links and resources. In practice, medical institutions can not be implemented in full accordance with the documents, otherwise it will adversely affect the present medical order, and even threaten the safety of patients. Moreover, excessive preferential treatment ethically leads to power imbalance, stigma, privileged mentality and even moral kidnapping. Therefore, medical institutions should unify preferential treatment measures, make clear preferential treatment groups, limit the scope and methods of preferential treatment, stipulate the cautions, strengthen publicity, and achieve the maximization of the overall interests of social groups and the optimization of the overall order.
