從2007年通過的聯合國原住民族權利宣言、2025年衛生福利政策白皮書暨原住民族專章,到近年來所提出的原住民族健康法草案等,皆強調需正視族群健康不平等並保障原住民的個人與集體權利,因為原住民族歷經了其他群體沒有經歷過的殖民社會、文化與土地的流失以及族群歧視等,而這些歷史結構性的因素卻深深的影響了族群健康指標的結果,正如同蔡英文總統於2016年8月1日代表政府向原住民族道歉中所提到讓原住民族承受了一些其他族群沒有經歷過、感受過的痛苦和挫折。原住民族長者的健康與社會照顧是一種「權利」保障與促進的基本議題,如何將「族群主流化」與「文化安全」的概念落實於健康與社福政策與服務措施的規劃與推動是未來相關單位必須認真思考與面對的方向。

英文摘要

It emphasized that the interethnic health inequalities should be taken seriously and the individual as well as the collective rights of the indigenous people from the United Nations Declaration on the Rights of Indigenous Peoples adopted in 2007, the 2025 White Paper on Health and Welfare Policy and the Indigenous Peoples Chapter, to the draft Indigenous Peoples Health Act proposed in 2020 in recent years, etc. The indigenous people have experienced colonial societies, cultural and land loss, and ethnic discriminations that other groups have not experienced. These historical and structural factors have deeply affected the results of community health indicators, just as President Ing-Wen Tsai said in her apology to the indigenous people on August 1, 2016, that the indigenous peoples have suffered pain and frustration that other communities haven’t experienced and felt. The health and social care of indigenous elders is a basic issue of “rights” protection and promotion. How to implement the concepts of “ethnic mainstreaming” and “cultural security” in the planning and promotion of health and social welfare policies and service measures is a direction that the relevant units must consider and face in the future seriously.
