雲端電子病歷交換的主要願景是希望提供給病患完整的醫療照護，隨著國內醫院電子病歷的實施情況普及，有關電子病歷交換之相關議題也逐漸受到關注。當未來實施雲端電子病歷交換後，病患可以透過資訊科技的方式，在有合作的醫療機構，經病患同意以及醫師授權下，便可完整地取得病人以往的就醫紀錄，以達到連續不間斷的照護模式。目前在電子病歷推動上，政府的推動方向正確。但是部分醫院和診所因為電子病歷帶來的醫療糾紛證據力與醫療利益等問題，使得建置上遇到相關阻力，尤其電子病歷因其資料過於敏感且私密，如何有效管理其安全性及隱私權之相關問題點，將成為未來推動電子病歷交換過程中主要面臨的挑戰和隱憂。

With the implementation of cloud-based electronic medical record exchange in the future, patients can obtain complete medical records through information technology in cooperative medical institutions with the consent of patients and the authorization of physicians, so as to achieve a continuous and uninterrupted care model. Currently in the development of electronic medical records, the government’s promotion is in the right direction. However, some hospitals and clinics have encountered relevant obstacles in the construction due to the evidentiary power and medical interests of medical disputes brought by electronic medical records, especially because electronic medical records are too sensitive and private, how to effectively manage their security and privacy related issues, will become the main challenges and hidden concerns in the process of promoting electronic medical record exchange in the future.
