我國自1992年引進社福移工至今已超過30年,面對少子女化及高齡社會照顧人力短缺的急迫需求,長期倚重社福移工協助照顧。如何從現有長照體系納入社福移工,關注執行照顧工作所需的訓練及勞動權益,攸關家庭照顧者的負荷及老人權益之維護。面對全球化之衝擊,影響社福移工之聘僱因素趨於複雜,國家政策在放寬社福移工聘用之際,亦應兼顧照顧工作的質與量,提升社福移工對照顧工作特性之掌握,獲致更佳的適應與融合。面對超高齡社會來臨,唯有發展社福移工的支持性服務,方能期待照顧人力的品質與永續性發展,回應照顧工作之多元挑戰。

英文摘要

Since the introduction of migrant workers by the government in 1992, the shortage of caregivers is a primary obstacle for promoting long-term care services in Taiwan. The Taiwanese government therefore opened up the foreign care workers (FCWs) association to enter the formal elderly care systems. As the number of FCWs increases, the human rights and policy issues of migrant workers gradually attention. Globalization is a dynamic and complex process and phenomenon of human interactions, faced with the impact of globalization, the factors affecting the employment of FCWs have become more complicated. Social policies should be more critical in responding to the quality and quantity of care work for the elderly, improve FCWs understanding of the characteristics of care work. Finally, establishing appropriate training has become an important mechanism for promoting the social inclusion needs of FCWs, and sustainable development of the care workforce responding to the challenges of a super-aged society.
