本文比較精神疾病與愛滋病這兩種帶來全球衛生沉重負擔的疾病,發現雖然兩者一樣複雜、難以治療、會對處於邊緣地位的社群帶來終身的影響,並且同樣籠罩在污名化與歧視性待遇之下,但精神疾病所獲得的關注與投入的資源明顯與其造成的負擔不成比例。本文分析愛滋病運動的發展,認為成功的社會動員是指能夠讓國家與慈善家投入資源,以及讓醫學與科學發展能進步的重要原因,並期望在精神疾病上也能有相同的進展。
The paper argues that there is an entirely incommensurate response to mental illness when compared with HIV/AIDS, even though the two burdens of global health are both complex, intractable diseases affecting marginalized communities throughout the life span, and both are shrouded in stigma and discrimination. After analyzing the development of HIV/AIDS movement, the paper contends that the social mobilization is the key for states and philanthropists to pour resources and political commitment into scientific research, and wishes the same progress on the mental illness treatment.
