英文摘要

On May 1, 2019, Finland announced the implementation of the Act on the Secondary Use of Health and Social Data to promote the secondary use of Finnish health and social welfare data through a special law model. As part of this legislation, a third-party data intermediary known as Findata was established. Within the scope of the statutory secondary use, Findata is responsible for reviewing applications for secondary use of data, issuing data permits, and assisting in collecting data from different data controllers. To ensure data privacy and security, the collected data is rectified, de-identified, and stored in a secure environment for remote access by approved applicants. This article will analyze the establishment of Findata in Finland and its legal basis, organizational structure and operation mode, as well as the rights and obligations between Findata and data subjects, hoping to present a third-party intermediary in Finland as a reference for the integration and secondary use of health data in recent years.
